Dutch Bros-Orlando, FL

Facility Opening Date: Summer 2024 

Orlando's first location for Oregon's Dutch Bros Coffee involved civil engineering design and permitting for the drive-thru coffee brand.

In 2022 Z Development Services designed the University Hill development at the southwest quadrant of SR 436 and Scarlet Rd in Winter Park, FL., which included the roadway, utility, and stormwater infrastructure for three future developments. In 2024 Dutch Bros Coffee was constructed on the southernmost lot of the University Hill development. Dutch Bros Coffee is a 950 SF coffee shop with two drive thru lanes, a walk-up pick-up window, and no indoor seating. This was the third Dutch Bros Coffee to open in the state of Florida, and multiple other Florida locations are well underway to open in 2024 and 2025.

Civil Engineering Consulting Services Provided: 


  • Due Diligence:The Z Development Services team performed extensive code research and due diligence to aid in preparing a thorough Site Investigation Report. Our team closely coordinated with the University Hill master developer and Dutch Bros to create a site plan meeting both Dutch Bros and jurisdictional standards. This site plan was used to schedule and attend all applicable pre-application meetings with the agencies having jurisdiction over the subject site.

  • Construction Drawings and Permitting: The Z Development Services team designed the construction drawings including specifications, site layout, utilities, grading/drainage, erosion control, and details. Our team coordinated with the outside disciplines, including the landscape architect, building architect, plumbing engineer, and electrical engineer, throughout the design process to ensure a smooth transition to construction. Our in-house Government Relations staff coordinated the project permitting with the various agencies involved, including filing all applications and submitting plans and supporting documents to the appropriate jurisdictions. Jurisdictional comments were resolved in a timely manner throughout the process.


  •  Construction Administration: The Z Development Services team began the electrical coordination with the electric provider during permitting and continued this coordination throughout the construction process. Our team coordinated and attended the required pre-construction meetings. The site-related shop drawings were reviewed in-house, and all RFIs were responded to in a timely manner. Coordination with the site contractor was maintained throughout construction.

  • Close Out: The Z Development Services team visited the site upon the completion of construction to ensure all aspects of the design were completed. Our team then reviewed the as-built survey and made the submittals for the final certifications and close-outs for the various jurisdictional permits.
