Enterprise Facility-Clermont, FL

Facility Opening Date: SUMMER 2024 

The Enterprise facility in Clermont, Florida, required due diligence, entitlements, civil engineering design and permitting, ensuring the seamless development of the site for the national car sales/rental brand. 

This project included the construction of an Enterprise Car Rental & Sales facility with on-site car wash / cleaning of vehicles (known as a Quick Turnaround or QTA facility). The 7.88-acre site was undeveloped except for an existing stormwater pond and septic tank/drainfield serving a neighboring property. The site supports 97 spaces for car sales, 148 spaces for car storage, staging, and logistics, 14 car return/rental ready spaces, and 30 spaces for employees, customers, and trade-ins.

Civil Engineering Consulting Services Provided: 


  • Due Diligence: We performed extensive due diligence and code research to determine the relevant criteria that would affect the site's development. We worked with the client to create a site plan that met their needs, while taking into account that criteria. We also met with the local and state jurisdictions to ascertain the validity of this site plan. We coordinated with subconsultants to obtain a survey and a geotechnical report required for the project. 


  • Entitlements: Our team obtained a Conditional Use Permit through the City of Clermont to allow the outside storage and display of vehicles, vehicle rental services, car wash, and sale of vehicles on the property. This included project representation at the multiple public hearings and the ultimate approval by City Council. 

  • Construction Drawings and Permitting: Our team generated construction drawings that included the specifications, demolition plan, site layout, utilities, grading and drainage, stormwater pollution protection plan, and details for the development. This required coordination with the owner and their architectural team. This team included the architect, as well as electrical, mechanical engineer, and structural engineering disciplines. Our government relations staff obtained permits from the City of Clermont, Florida Department of Environmental Protection, St. Johns Water Management District, and the US Fish & Wildlife Service (USFWS). 

  • Endangered Species Permitting & Coordination: The coordination with the USFWS was necessary due to the presence of two different protected species on the site, gopher tortoises and sand skinks. Space was reserved at a recipient site to relocate the gopher tortoises encountered on site. In total, 29 burrows were encountered on the site. During excavation of the tortoise burrows, sand skinks were discovered on site. We coordinated with USFWS to determine the extents of the sand skink habitat and isolate this area while the permit was obtained. This enabled us to modify the plans and phase the project. This permitted the car rental and sales office to open for business while the QTA facility was constructed in a second phase.
     
  • Construction Administration: Upon approval of the construction drawings, our team aided in the earlier stages of construction by reviewing show drawings and submittals, coordinating and attending the pre-construction meeting, and responding to RFIs. Our team attended construction progress meetings throughout the project’s construction duration, working closely with the owner, general contractor (GC) and rest of the development team to address any issues that arose during construction. We also assisted in coordinating the new electrical service to the site. 

  • Close Out: Once construction was complete, we reviewed as-builts for conformance with construction drawings and compliance with design criteria. We also worked with the GC to obtain all the necessary documentation to close out the permits and obtain all of the necessary certifications with the various jurisdictions.
